Senate GOP Back Trump's Proposal to Replace Obamacare

US lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to resolve the standoff appeared to diminish as Republican senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.

Deepening Impact of Government Shutdown

The effect on Americans from the lengthiest closure of the US government in history deepened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.

President's Proposal from Golf Course

As Saturday's meeting got under way, Republican senators embraced a proposal made on online platforms early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by health savings accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Multiple Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the health care they want."

Democratic Reaction

Opposition lawmakers expressed concerned reactions to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to repeal Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by voters and Congress."

Another senator responded to the censure of insurance companies by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? Then I applaud your support for Medicare for All."

Continuing Negotiations

The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of centrist lawmakers to terminate the shutdown in exchange for a later vote on the ACA subsidies.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans turned down an proposal to restart the government and continue the payments for a year.

Another senior Democratic lawmaker persisted in maintaining that Republicans should agree to a one-year extension of the subsidies before discussing the future of the tax credits.

"Inaction is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That is what will happen if this Congress does nothing."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same insurance companies, or that Republican lawmakers need the support of several Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.

Several observers suggested that the core of such a plan would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the plan that failed to secure enough support in 2017.
